The issue of foster care with Roma children from the perspective of experience from Strakonice

The bachelor thesis consists of 3 chapters. The first chapter is dedicated to the Roma, their culture and customs, family relationships and their history. The second chapter is about foster care, how we divide it, about the work of a social worker and work with Roma families and children. And the third chapter is dedicated to the organization Prevent, specifically the Center for Foster Families and whether work with Roma families is different. This chapter also contains interviews with workers from the Center for Foster Families. It was ascertained how many Roma families the workers have, whether working with them is different, and if so, how. What kind of work does an employee do at the Center and how was the Center affected by the change in the law. The aim of the bachelor's thesis is to find out in the organization Prevent 99 z. ú. in Strakonice how foster care with Roma currently works and what is the role of the social worker.
The issue of advance maintenance

The issue of advanced alimony has been a much-discussed issue in the Czech Republic for more 15 years. The main goal of my thesis is to find out what impact the new noninsurance social benefit replacement alimony will have on recipients and and evaluation of actual alimony enforcement tools. In the theoretical part I deal with the delimitation of key concepts that serve to orient and grasp this social benefit. Within the framework of my research I deal with issues of the need to draw benefits from the system of state social support, the effectiveness of the announced offered assistance of the state, the payout agenda assessing the effectiveness of already existing enforcement tools. Due to the nature I chose qualitative research. A comparative method based on the analysis of data collection was used in the work, where the method of questioning and the semistructural interview technique were used to obtain outputs. The research sample was selected using a combination of contrast method and intentional selection in an ultimate number of 8 communication partners. The obtained data was processed by coding into categories. Research analysis shows that these communication partners welcome the idea of the adopted law and are going to claim this benefits. However, the effectiveness of this benefit fades into background as the duration of this benefit payment is limited to a period of two years. Aid set up in this way is a short-term solution and it is not a way out for the future. The vision of this social benefit, which will take effect on July 1st, 2021, already now shows shortcomings. Especially that it is not intended only for dependent children living in a very low-income families. This is an untested benefit and at the same time the child's income which will be included in the family's decisive income for the assessment of other claimed benefits which it may reduce. A targeted benefit for these families would be more effective and efficient than the aid announced this way. Current instruments of alimony enforcement have proven to be inefficient. Nor will the state be in a better position to recover these claims.
The issue of state social support benefits.

The topic of the diploma thesis is the issue of state social support benefits. The aim is to find out the current state of abuse of state social support benefits and identify their shortcomings. The topic is examined from the perspective of the theory of social construction of target populations and the theory of street-level bureaucrats. The work examines the construction of recipients of SSS benefits in both media and political discourse. Qualitative research was used to achieve the goal of the work, in the form of semi-structured interviews with street-level bureaucrats and document analysis. In order to obtain information on the construction of recipients of SSS benefits, articles in online and print media and stenographic records from the meetings of the Chamber of Deputies and the Senate of the Parliament of the Czech Republic were analysed. I consider the finding that the recipients of SSS benefits are not perceived as a homogeneous group and are constructed according to the individual benefits they receive to be the main results of the work. Furthermore, forms of abuse of SSS benefits were identified, which are distinguished into fraudulent practices of clients and the maximum possible use of the law. Šťastná M., Changes in funding for Foster care. Bachelor thesis. Brno: Mendel University, 2016. Bachelor thesis deals with funding for foster care. Primarily with changes, which happened in this field in 2013, because of the amendment to the law on social and legal protection of children. Theoretical part of the thesis contains definitions of the foster care, financing of this system and amendment to the Act. Practical part of the thesis states statistic numbers for foster care and also own work. Results compare two types of foster care, their financing and compare for which of these two types were the amendment economical preferable.

7 Anotace v cizím jazyce Annotation This bachelor work deals with foster care in the Czech Republic. I tried to approach not only history itself but also performance of foster care nowadays. In the first part, the basic terms used in this field are explained as well as important historical moments regarding foster care. Description of different forms and kinds of foster care is also included. Second part describes mediation and fosterage itself. Duties and discretions of foster parents including outline of child care benefits are also implicated, as amended by Act no. 359/1999 Sb, social - legal child protection. Final part shows course of foster care itself in one family from my close connection who brought up 2 children. The final parts of this chapter evaluates the importance of foster care in the society including experience of real foster parents in application on valid legislation. Detection of Persons with Disabilities and its practical use

There are altogether two aims of the practical part of this thesis. The primary aim was to find out what are the opinions, personal experience and satisfaction of those who obtain social benefits and use the ZTP (severe health disability) cards. The second aim was to discover which social services are used most often by those who carry a card. These aims were achieved on the basis of the research question which was whether the degree of the card is sufficient for its owners and also by means of ten questions that were given to various respondents during semi-structured interview. As for the most convenient form, I chose qualitative research for this thesis. The technique of the above mentioned semi-structured interview was applied deliberately and the research population consisted of five respondents who own the TP (health disability) card, ZTP (severe health disability) card or ZTP/P (severe health disability requiring special care) card. The respondents were three women and two men. Nobody of the addressed refused to give the interview. The conversations took place from December 2016 until the first half of February 2017. After finishing the research it is obvious that claim to the severe health disability card has any person from the age of 1 year, regardless of gender. Most of the respondents are satisfied with their kind of card which emerges from the owning of the highest degree of the ZTP/P (severe health disability requiring special care) card. Nevertheless, it has turned out that persons with a health disability do not take advantage of these cards in its entirety which I reckon is due to insufficient information, regarding the possibilities of its use.
Influence of social politics on fertility rate in specific regions of Czech republic

Thesis is focused on relationship between fertility rate and tools of state support. The goal is to reveal relationship between these two factors. Partial goal is to discover specific effects of tools of state support in specific regions of Czech republic. I have aimed on research at national level and also specific regions between years 1993-2014. In order to find these relationships I used method that compares differences in development of the fertility rate. After that, I set up regression model solved by method called fixed effects. For specific regions analysis was used OLS method. Model was able to explain more than 80 % of variability. This results can be used for predicting of citizens behavior, when some changes in family allowances occurs. Main finding is, that most motivating tools are parenting allowances and child benefits.
